Making LLMs Reliable When It Matters Most: A Five-Layer Architecture for High-Stakes Decisions

Current large language models (LLMs) excel in verifiable domains where outputs can be checked before action but prove less reliable for high-stakes strategic decisions with uncertain outcomes. This gap, driven by mutually reinforcing cognitive biases in both humans and artificial intelligence (AI) systems, threatens the defensibility of valuations and sustainability of investments in the sector. This report describes a framework emerging from systematic qualitative assessment across 7 frontier-grade LLMs and 3 market-facing venture vignettes under time pressure. Detailed prompting specifying decision partnership and explicitly instructing avoidance of sycophancy, confabulation, solution drift, and nihilism achieved initial partnership state but failed to maintain it under operational pressure. Sustaining protective partnership state required an emergent 7-stage calibration sequence, built upon a 4-stage initialization process, within a 5-layer protection architecture enabling bias self-monitoring, human-AI adversarial challenge, partnership state verification, performance degradation detection, and stakeholder protection. Three discoveries resulted: partnership state is achievable through ordered calibration but requires emergent maintenance protocols; reliability degrades when architectural drift and context exhaustion align; and dissolution discipline prevents costly pursuit of fundamentally wrong directions. Cross-model validation revealed systematic performance differences across LLM architectures. This approach demonstrates that human-AI teams can achieve cognitive partnership capable of preventing avoidable regret in high-stakes decisions, addressing return-on-investment expectations that depend on AI systems supporting consequential decision-making without introducing preventable cognitive traps when verification arrives too late.

Negotiative Alignment: Embracing Disagreement to Achieve Fairer Outcomes -- Insights from Urban Studies

Urban assessments often compress diverse needs into single scores, which can obscure minority perspectives. We present a community-centered study in Montreal (n=35; wheelchair users, seniors, LGBTQIA2+ residents, and immigrants). Participants rated 20 streets (accessibility, inclusivity, aesthetics, practicality) and ranked 7 images on 12 interview-elicited criteria. Disagreement patterns were systematic in our sample: wheelchair users diverged most on accessibility and practicality; LGBTQIA2+ participants emphasized inclusion and liveliness; seniors prioritized security. Group discussion reduced information gaps but not value conflicts; ratings conveyed intensity, while rankings forced trade-offs. We then formalize negotiative alignment, a transparent, budget-aware bargaining procedure, and pilot it with role-played stakeholder agents plus a neutral mediator. Relative to the best base design under the same public rubric, the negotiated package increased total utility (21.10 to 24.55), raised the worst-group utility (3.20 to 3.90), improved twentieth percentile satisfaction (0.86 to 1.00; min-max normalized within the scenario), and reduced inequality (Gini 0.036 to 0.025). Treating disagreement as signal and reporting worst-group outcomes alongside totals may help planners and AI practitioners surface trade-offs and preserve minority priorities while maintaining efficiency.

PartnerMAS: An LLM Hierarchical Multi-Agent Framework for Business Partner Selection on High-Dimensional Features

High-dimensional decision-making tasks, such as business partner selection, involve evaluating large candidate pools with heterogeneous numerical, categorical, and textual features. While large language models (LLMs) offer strong in-context reasoning capabilities, single-agent or debate-style systems often struggle with scalability and consistency in such settings. We propose PartnerMAS, a hierarchical multi-agent framework that decomposes evaluation into three layers: a Planner Agent that designs strategies, Specialized Agents that perform role-specific assessments, and a Supervisor Agent that integrates their outputs. To support systematic evaluation, we also introduce a curated benchmark dataset of venture capital co-investments, featuring diverse firm attributes and ground-truth syndicates. Across 140 cases, PartnerMAS consistently outperforms single-agent and debate-based multi-agent baselines, achieving up to 10--15\% higher match rates. Analysis of agent reasoning shows that planners are most responsive to domain-informed prompts, specialists produce complementary feature coverage, and supervisors play an important role in aggregation. Our findings demonstrate that structured collaboration among LLM agents can generate more robust outcomes than scaling individual models, highlighting PartnerMAS as a promising framework for high-dimensional decision-making in data-rich domains.

From Ideas to Actions: A Public-Data Decision-Support Toolchain Across the Venture Lifecycle

Founders face two linked decisions: whether to pursue an idea before founding, and which operating actions and capital partners fit afterward. We present a public-data decision-support toolchain combining time-bounded proposal profiling, market and moat checks, and deterministic aggregation with auditable investor-company event chains for retrospective analysis. Pre-founding: (a) After threshold selection on 198 development companies, the frozen pipeline achieves F0.5=0.5357 [0.412, 0.655] on an independent, row-disjoint 198-company validation sample. On the combined 396 rows, the Full Pipeline scores 0.6301 versus 0.2734 for a paired Raw LLM baseline. Post-stratification of 1,027 completed cases in a separate scale cohort yields 0.6506 [0.598, 0.707]; the run remains incomplete. A 377-row composition-matched check yields 0.6573. (b) The AI-inference study identifies distribution-layer businesses as a replicable path to independent profitability with a limited revenue ceiling, and frontier-model ownership as a path to capital-market upside at exceptional capital cost. Post-founding: (a) Public sources support auditable event-chain analysis. (b) In the chip-company study, sustained product, customer, and supply-chain progress is associated with better observed outcomes; financing alone does not establish operating progress. (c) Financing comprises 79% of confirmed visible post-investment actions. Evidence tentatively favors acquisition-experienced strategic corporate investors for acquisition-oriented founders and financing-led institutional VCs with fewer observed control events for independence-oriented founders. Findings are developmental and observational, not causal guarantees or investment advice. We release shared ontology, provenance-bearing EventChain data, schemas, benchmarks, and executable skills for audit, reuse, and extension.

SteerBench-Work: A Benchmark for Agent Steering at Action Boundaries

Long-running LLM agents act through tools, and a single step can send an email, merge a pull request, or wire a payment. The steering decision is the pre-commit choice at that boundary: proceed, or hold for human or policy review. We introduce SteerBench-Work, an incident-anchored, bidirectional benchmark for that decision in workplace agents across developer operations, customer service, finance, legal, medical, HR, and security. Release v2026-05 contains 106 scenarios anchored in public incidents, paired evidence-reversed mirrors, and calibration controls, with labels split nearly evenly between proceed and hold so the two error directions get near-identical numbers of chances. A model sees the proposed action and the available evidence, returns a gate decision, and is scored on whether it crosses or holds the boundary correctly. Across 30 model conditions the failures run almost entirely in one direction: models wrongly hold authorized, evidence-cleared work on 28.1% of opportunities and wrongly allow unsafe work on 1.0%. The hardest cases are risk-resolved commits, where signed or structured evidence has already cleared a real risk trigger, and models score markedly worse on evidence-reversed mirrors of famous incidents (63.8%) than on the incidents themselves (98.5%). General capability is not the same as steering calibration: higher-capability models often over-refuse at the commit boundary, and more reasoning can repair a weak gate while leaving a calibrated one flat. Decision Trace Schema for Governance Evidence in Real-Time Risk Systems

Automated decision systems produce operational data across multiple infrastructure layers, yet no single logging format captures the complete governance-relevant record of how a decision was reached. Regulatory frameworks prescribe what must be recorded without specifying a data model for how to record it -- a gap this paper terms the Fragmented Trace Problem. Following a design science methodology, the paper presents the Decision Event Schema (DES), a JSON Schema specification that bridges four infrastructure layers -- ML inference, rule/policy evaluation, cross-system coupling, and governance metadata -- within a single per-decision event structure. The schema employs degradation-aware field design: each of six top-level field groups maps to a governance evidence property and the degradation type it must resist. DES defines ten required root-level fields and introduces a tiered evidence strategy (lightweight, sampled, full) that enables organizations to match evidence completeness to decision risk and throughput. A mechanism feasibility analysis demonstrates compatibility with the highest-throughput integrity mechanisms at production-scale decision rates. Evaluation against 25+ existing formats confirms that DES is the only specification covering all four layers simultaneously. The schema offers practitioners a reference adoptable directly or adaptable through namespace extensions, and regulators a mapping from requirements to minimum evidence tiers.
